One of the objectives of the Latvian – Spanish Twinning project “Further Approximation of Legislation and Enhanced Institution Building”, financed by PHARE funds of the European Union, was to carry out research on the assessment of the economic impact of the transposition of EU directives, the Framework Directive, as well as special directives in the sphere of occupational risk prevention. To implement activities specified in this project the Spanish Labour and Social Affairs Ministry with it´s Labour and Social Affairs Inspectorate and with help of the National Occupational Safety and Health Institute designated a group of specialists to carry out research in collaboration with the Ministry of Welfare of the Republic of Latvia and the State Labour Inspectorate.

The research on Working Life Barometer in the Baltic Countries 2002 is the second Working Life Barometer concerning the Baltic nations. Its purpose is to examine the current state of Estonian, Latvian and Lithuanian working life and recent changes in it. The results of the barometer are representative – that is, they reflect the overall working life situation in each of the countries. Besides monitoring changes within the Baltic nations and making comparisons between them, it is also possible to compare the results with those for Finland. The study is part of the co-operation with neighbouring areas implemented by the Finnish Ministry of Labour.

The project “Implementation of the Council Directive 92/57/EEC of 24 June 1992 on the implementation of minimum safety and health requirements at temporary or mobile construction sites” was executed as foreign non – reimbursable assistance to the State Labour Inspection. The provider of assistance was the Danish National Labour Environment Board whose specialists had accumulated considerable experience and knowledge in undertaking such activities.
