year´s European Week for Safety and Health at Work is dedicated to young people
to ensure a safe and healthy start to their working lives
European Week campaigns focus on promoting improved prevention at the workplace
level by involving all the relevant stakeholders. In 2006, the campaign will
also promote activities in schools, colleges and the wider education community,
and promote the issue among the relevant policy makers in the education field.

European week for safety and health at work was opened on 20 April 2005. Officially
it took place on 24 -28 October 2005. This year it focused on the issue of noise
at work under the slogan "Stop That Noise!" with the tagline Noise at work
it can cost you more than your hearing!

- Conference "Building in Safety"
In October 22, 2004 at the premises of "Radisson SAS Daugava Hotel" the closing Conference "Building in Safety" will be held, organised by the European Agency for Health and Safety at Work in cooperation with the Latvian National Focal Point (State Labour Inspectorate), the Ministry of Welfare, Latvian Employer's Confederation, Latvian Free Trade Union, Trade Union of Construction Workers, as well as the Institute of Occupational Environment and Health.

- Information about conference
The Estonian State Labour Inspectorate in co-operation with the Latvian and Lithuanian State Labour Inspectorates is organizing the Baltic State conference Effective and preventive system of occupational health and safety at work on 14 15 October 2004 in Tallinn. The conference is based on the European Community Strategy on health and safety at work 2002 2006.
It is planned to present the following topics in the conference:- Informative and control campaigns as control instrument for enforcing normative acts into practice (Latvia);
- Insurance systems against accidents at work and occupational diseases one of the ways, how to promote safety and health at work (Lithuania);
- Cost benefit analysis in prevention of accidents at work and improvement of working environment (Estonia).
Conference is financed by the Nordic Council of Ministers.
It is planned, that representatives from all the Nordic countries as well as
representatives of the employers´ and employees´ organisations from the Baltic
States will be participating in this conference.

Aims of the conference:
To consolidate knowledge from different perspectives (researchers, trade unionists, public authorities, employers) on the state of play and trends in the new accession countries, and compare it with similar developments in the member states.
To discuss strategies, priorities and possible resource allocation looking ahead to the enlarged Europe.
To strengthen trade union strategies on knowledge base development.
To explore the quality of the social dialogue and ways of improving it to achieve a better working environment.
The conference is open to researchers and experts in work-related health and safety issues, union officials and other interested persons.

- European conference on how to reduce the risks of working with dangerous substances
The event provides an opportunity for leading European decision-makers and safety and health experts to discuss how to reduce the risks of working with dangerous substances, focusing on the policy challenges. It also aims to promote the results of the European Week campaign ( http://osha.europa.eu/ew2003/ ) and to highlight good practices in risk prevention.

- Report on the project "Work Life and EU Enlargement"
In order to continue strengthening of the OHSMS in Latvia there has been agreement reached between Latvia and Sweden to realise project Implementation of Occupational Health and Safety Management System in Latvia.
- European Foundation for the Improvement of Living and Working Conditions: Working conditions in acceding and candidate countries (report)
Working conditions in the acceding and candidate countries provides the first important benchmark of the situation in all 13 countries. Gauging the status on issues ranging from stress in the workplace to types of employment or working hours, the report attempts to portray a realistic picture of the working environment of these countries as they take this critical step towards an enlarged Europe.

- Implementation of OSH Management System in Latvia project activities.
In framework of the programme Work Life and EU Enlargement Latvia is involved in the project Implementation of OSH Management System in Latvia. The aim of the project is three-fold: to develop and publish an information leaflet on OSHMS, primarily targeting all employers in Latvia, contribute to a country-wide supervision and information campaign on OSHNS targeting authorities, social partners and the public at large, and develop the guidelines on risk evaluation of work environment.
The developing and publishing of the information leaflet will take place between March April 2003. The information leaflet will then be distributed to all regions of the Labour Inspectorate as part of the countrywide supervision and information campaign which will be carried out on September 2003. An appointed Latvian working group together with Swedish experts will carry out the development of risk assessment guidelines.
Work Life and EU Enlargement http://www.ams.se/wleis a co-operation project aiming to build and exchange knowledge within the field of working life in order to facilitate the enlargement of the EU. All candidate countries participate in this project, which is run by the Swedish National Labour Market Board.

Since the 3rd of March the website of the Latvian Focal point of the European Agency for Safety and Health at Work http://osha.lv has been launched with the new facelift, informs the Head of Information Board and the Deputy Director of the State Labour Inspectorate Georgs Kartenko.

- On 25 February 2003 Cabinet of Ministers adopted Regulation No 92 Labour protection requirements when carrying out construction works (Coming into force on 01.03.2003.). The regulations transpose EU directive 92/57/EEC implementation of minimum safety and health requirements at temporary or mobile construction sites.
- On 4 February 2003 Cabinet of Ministers adopted Regulation No 66 Labour protection requirements for the protection of employees against the risk arising from work environment noise (Coming into force on 08.02.2003.). The regulations transpose EU directive 86/188/EEC on the protection of workers from the risks related to exposure to noise at work.
- On 4 February 2003 Cabinet of Ministers adopted Regulation No 61 Regulations on safety and health protection requirements on fishing vessels (Coming into force on 08.02.2003.). The regulations transpose EU directive 93/103/EEC concerning the minimum safety and health requirements for work on board fishing vessels.
